The permit is only granted to travelers who have booked an itinerary package with a registered travel agency.

20. What are the physical fitness requirements for the pilgrimage?
A certain level of physical fitness is essential for the Kailash Pilgrimage Tour to ensure the safe and successful completion.
The circumambulation or Kailash Kora is the most difficult and physically demanding section of the pilgrimage. Pilgrims have to trek in elevations above 5000 meters or 16,404 feet above sea level. For unacclimatized and physically unfit trekkers this increases the chances of altitude sickness and other health hazards. The trek can span for 6-7 hours and traverses through arid and mountainous terrain.
So, physical fitness and stamina that allows an acclimatized individual to trek 6-7 hours, covering 14-15 km or 8-10 miles daily, is essential.
